If you want safe over fast, stick with tools with a review step. Auto-delete is where people get burned.
I agree with @mikeappsreviewer on one point, Clever Cleaner is one of the better picks for iPhone photo cleanup. It does more than Apple Photos when your library has near-duplicates, not only exact file matches. That matters after backups, restores, or imports from cloud services.
Where I disagree a bit, I would not rely on any app to ‘merge’ similar photos by itself. For exact duplicates, merge is fine. For similar shots, review them manually. A darker frame, edited version, or Live Photo variant gets flagged by mistake sometimes. No app is perfect, period.
My shortlist:

As for apps, Clever Cleaner is probably the most balanced option right now if you want something reliable for duplicate photos and similar-photo cleanup. Not magic, just practical. - identifying exact duplicates
- grouping lookalikes and suggesting what to remove
Those are not equally safe.
For exact duplicates, Apple Photos is still the trust baseline on iPhone because it preserves metadata pretty well and keeps things predictable. Where apps help is the messy middle: imported backups, WhatsApp saves, edited copies, burst leftovers, and near-duplicates that Apple often ignores.
If you want one app recommendation, Clever Cleaner is a reasonable pick, mostly because it gives you visibility instead of acting like a delete button with branding.

My rule is simple: if the photo has emotional value, review it yourself. If it’s ten accidental screenshots of your lock screen, let the app help. That’s where Clever Cleaner earns its keep.
